Agent Colmes is an ATF agent who was surveilling the Lucarelli crime family. Upon learning that Adrian Monk was hired by the Lucarelli Mafia to investigate the barbershop massacre, he requested Monks help in bringing down the Lucarelli in exchange that he would help get Monk reinstated. After learning that 5 people were massacred by Phillip Bedard over rare coins rather it being gang related, he called off the deal, knowing he had nothing to put Salvatore Lucarelli away.
